Job Description

Job Summary:
Oversees the protection of the Bank's employees, property and valuable assets.  Exercises judgement and makes decisions independently, without referring to higher levels of authority.  Reports to the Law Enforcement Department Officer and serves as the second in command of the Federal Reserve Law Enforcement Officers (FRLEOs), a police force of approximately 60 officers who are commissioned police officers with Federal arrest authority.  This position requires that the person become a designated and sworn Federal Law Enforcement Officer.
 
Principal Duties and Responsibilities: 
Training Program: 
Oversees the FRLEO training program and the training staff.  FRLEO training requirements call for a six week Basic Law Enforcement Course (BLEC) and all FRLEOs are required to partake in approximately 32 hours on annual in-service training.  The Basic Law Enforcement Course (BLEC) is a Federal Law Enforcement Academy certified program.  The training program includes basic and in-service training matters.  FRLEO training includes use of deadly force training, firearms training, and extensive legal training.  Training instructors are all certified in their respective areas of instruction.

Security Technology:
Oversees department security technology systems, screening technology, security alarms, and physical access control and video surveillance systems.  The department manages screening equipment including x-ray screening systems, and trace explosive detection equipment.  The department operates the access control system for the district.  The department manages all video surveillance systems in the Bank.
Oversees the physical security penetration testing program and conducts internal investigations as needed.
 
Law Enforcement Operations:
Develops and maintains emergency action plans for the deployment of FRLEO's in critical life threatening situations and business continuity plans for the department.
Oversee's departments Executive Protection Program which includes security advance planning, special event site security and the protection of senior Bank and Board of Governors personnel.
Establishes and maintains working relationships with Federal, State and local law enforcement partners.  This includes the Philadelphia Police Department, local joint terror task forces, U.S. Attorney's Office and U.S. Government intelligent agencies (the FBI and the Department of Homeland Security).  Meets regularly with liaisons and attends periodic meetings of anti-crime council.
Oversees law enforcement and security intelligence matters, includes collection, analysis and assessment and distribution.
 
Department Support and Administration:
Oversees auto fleet operations.  Manages all aspects of the maintenance and operation of the Banks fleet of motor vehicles, which includes about 16 cars and trucks.
Manages department administrative matters which includes budgets, departmental desk audits, records management and business continuity plans.  Assists with preparation of annual budget and administering security officers' training programs.
Writes performance plans and performance reviews of selected staff.
Manages salary planning for all of the FRLEO staff.
Conducts periodic inspections and takes appropriate action as required.
Trains employees in safe job practices and required reporting procedures for all accidents involving personal injuries.
Reports unsafe conditions and work-related injuries to the Safety Division.
Actively involved in the accomplishment of departmental and/or Bank-wide quality initiatives.
Fulfills job duties and responsibilities in conformance with sound safety practices.
Performs other duties as assigned

Education and Experience:
Bachelor of Science Degree preferred.
Minimum of 10 years of experience as a law enforcement professional, with a minimum of 4 years as a supervisor or commander of sworn law enforcement officers.
 
Knowledge and Skills:
Must complete required Federal Reserve Law Enforcement Officer training, including firearms qualification.  Twice per year, the individual must obtain a score of 80% or higher on the course on fire for all types of weapons in the department's arsenal (shotgun, handgun, rifle and sub-gun),
Demonstrated skills in managing or supervising sworn law enforcement officers.
Extensive knowledge of security programs, police training and police procedures, including use of firearms.
Working knowledge of personal computers.
Excellent oral and written communication skills.
 
Other Requirements:
Valid motor vehicle operator's license.
Must be able to pass background for Top Secret U.S. Government security clearance.
Ability to travel long distances to visually inspect, tour and evaluate security situations.  Requires attendance of Federal Reserve System law enforcement meetings at the various Reserve Banks across the U.S.  The percentage of travel is less than 10%.
Must pass written Constitutional Law Class which grants arrest Powers under U.S. Patriots Act.
 
Physical Requirements:
Must pass minimum physical fitness requirements during yearly scheduled physical.
Ability to walk, climb ladders, ramps or stairs in order to conduct inpections or assist in emergencies.
Ability to push wheelchair, handcart or dollies.
Ability to bend and lift, including the ability to assist or personally lift a human being in the event of an emergency.
