    Dear WIFLE Member,

    The Office of Personnel Management announced a new Recognition Benefit for Fallen Federal Civilian Employees.  The law authorizes an agency to provide a single flag on behalf of a deceased Federal civilian employee as a way to express the nation’s deepest sympathy and gratitude. Loved ones who would like to receive a flag should contact the personnel office of the Federal agency where the employee worked. The benefit applies only to employees who died on or after December 20, 2011, when the Civilian Service Recognition Act of 2011 took effect.

    Obama Issues Plan to Give Feds 1.6 Percent Pay Raise in 2017


    President Obama issued an alternative pay plan Wednesday, setting an across-the-board increase for civilian federal employees of 1.6 percent in 2017.

    The figure includes a 1 percent base increase, and a 0.6 percent locality pay bump, matching the amount the president requested in his fiscal 2017 budget proposal. Obama issued a separate plan providing a 1.6 percent boost in monthly basic pay rates for military service members.

    Obama said he would make a decision by Nov. 30 regarding a locality pay plan. Locality pay rates vary by area.

    Who are the complaint-prone officers?  An examination of the relationship between police officers' attributes, arrest activity, assignment, and citizen's complaints about excessive force.


    Abstract
    This article identifies the characteristics of police officers (officers’ background attributes, arrest activity, and assignment) who most frequently receive complaints from citizens regarding the use of excessive force. The data for the study were obtained from a large mid-western municipal police department. The results show that arrest activity, officer age, and officer gender are most strongly related to the receipt of citizen’s complaints about
    excessive force and differentiate high-complaint officers from low-complaint officers. Implications of the findings are discussed. (c)2001 Elsevier Science Ltd. All rights reserved

Women in Federal Law Enforcement, Inc. (a professional association) and WIFLE Foundation, Inc. (a charitable and educational organization) are founded under the Internal Revenue Service Codes 501(c)(6) and 501(c)(3), respectively. Both organizations use "WIFLE" as their short-version name.
