Combat-related Post Traumatic Stress Disorder in Women Conference

The Society for Women’s Health Research is offering a conference, “Post Traumatic Stress Disorder (PTSD) in Women Returning from Combat,” on December 8, 2008, at the Westin Grand Hotel in Washington, DC. The conference is free of charge and will focus on the sex and gender differences in PTSD.

This event is co-sponsored by the National Institutes of Mental Health, Magellan Health, Goodyear, and SynCorp International, in cooperation with the U.S. Departments of Defense and Veterans Affairs. The goal of the conference is to develop educational programs and advocacy activities to ensure that women returning from combat receive more accurate diagnoses and treatment for PTSD. In addition to the withdrawal options which were discussed in the last newsletter, a separating employee can transfer all or part of the TSP account to either an IRA or an eligible retirement plan. Whether the funds are withdrawn from the TSP, an IRA or an eligible retirement plan, the funds will be taxed when received by the retiree. Before you decide to transfer some or all your TSP into an IRA, be sure to answer the following questions:

$ What will my money be invested in?
$ Who will be managing my money?
$ How does the manager make their money?
$ Are there any plan-specific restrictions?

WIFLE Member Services System Upgrade

WIFLE Member Services has completed initial tasks on upgrading the member contact information system. WIFLE hopes that the changes will significantly reduce member contact errors in the future. Enhancements to the system include the ability for members to access/ update/ modify their own contact information and automatic notices of a member’s renewal date.

Supreme Court to Hear Pregnancy Discrimination Act Case

The WIFLE executive director will listen to arguments before the Supreme Court on December 10, 2008, in the case of AT&T v. Hulteen. The Supreme Court will rule on the interpretation of the Pregnancy Discrimination Act as it applies to employee claims of leave taken during pregnancy not credited towards pension benefits.

The Pregnancy Discrimination Act is 30 years old. The Act amended Title VII of the Civil Rights Act of 1964. Discrimination on the basis of pregnancy, childbirth, or related medical conditions constitutes unlawful sex discrimination under Title VII, which covers employers with 15 or more employees, including state and local governments. Title VII also applies to labor organizations, as well as to the federal government. Women who are pregnant or affected by pregnancy-related conditions must be treated in the same manner as other applicants or employees with similar abilities or limitations. 

The EEOC reports that pregnancy discrimination complaints are on the rise…an increase of 65% from FY 1992 to FY 2007.

Does your agency have a pregnancy policy for armed law enforcement officers? If so, please forward a copy to WIFLE at WIFLE is composing model policy guidelines for agencies to consider. Remember, most agencies rely on the Family Medical Leave Act, but it may fall short of meeting the needs of the pregnant federal agent/officer.

Dunwoody Becomes First Female Four-star General

After a 33-year career in the U.S. Army, Ann E. Dunwoody was recently promoted to four-star general – the first woman to achieve that high rank in the U.S. military. At her promotion ceremony, Dunwoody expressed surprise that she would make history in the male-dominated military service. “There is no one more surprised than I – except, of course, my husband,” she remarked. “You know what they say, ‘Behind every successful woman there is an astonished man.’”
