Thank you so much for your patience while the U.S. Office of Personnel Management (OPM) reviewed its practice of issuing memoranda regarding whether conferences qualify as a training activity.

This is to inform you that effective immediately, OPM is discontinuing its practice of issuing memoranda regarding whether conferences qualify as a training activity in accordance with 5 CFR 410.404.  OPM is discontinuing this practice to make clear that agencies are responsible for their employees’ training and development as provided by the statute and regulations, 5 U.S.C. chapter 41 and 5 CFR Part 410.

If  your organization has a conference request currently at OPM, please consider this notice as a response to your request.

Agencies have been notified of this change by way of the Chief Human Capital Officers Memorandum. (linked below)

OPM appreciates your interest in training and developing the Federal workforce and are confident agencies will continue to consider your conference(s) as a source of training.
